Education/Background: Mr. Sullivan received a Master’s degree in public health with a concentration in healthcare administration from Tulane University in 1972 and a juris doctorate from Tulane University School of Law in 1978. Mr. Sullivan served as in-house counsel for Southern Baptist Hospitals, Inc. and oversaw all legal, regulatory and litigation matters. He also acted as the hospital’s general counsel in its successful efforts to raise $100,000,000.00 in new capital.

Mr. Sullivan co-founded Sullivan, Stolier & Resor, APLC in 1986. His practice focuses primarily on the commercial aspects of healthcare delivery, including counseling and litigation with respect to Medicare, Medicaid and third party reimbursement, fraud and abuse and healthcare facility transactions. Mr. Sullivan serves as primary healthcare regulatory counsel to local, national and regional healthcare entities and associations.

Mr. Sullivan has been involved in complex litigation against state Medicaid agencies concerning disputes over state rate setting. He has nearly 30 years of experience in a broad range of health law issues. As such he is a valuable counselor for providers with respect to the mine field of laws facing anyone who is planning to or has launched a healthcare business.
